Based largely on the presentations given at the HBA regulatory summit in 2006, Global Regulatory Issues for the Cosmetics Industry Vol. 1 seeks to explain the requirements of regulatory regimes of different countries and help ease the pain of compliance.
The book also serves as a resource for more informed discussion on the issues that will affect the future of regulation on a global level.
One of the key features of the new book is a full examination of the EU's Registration, Evaluation and Authorization of Chemicals (REACH) law, which came into force in December last year.
The author of the chapter on the controversial EU legislation says that while its direct impact on the cosmetics industry is limited, the indirect repercussions are highly significant.
Perhaps most importantly, REACH establishes the principle that it is the responsibility of companies to ensure that the products they develop are adequately controlled. The book argues that this will create a precedent for future regulatory changes made by the EU that are specifically related to the cosmetic industry.
Other topics that are covered include regulatory requirements on toxicity in cosmetics, restricted substances in consumer goods, nanomaterials in personal care products and packaging regulations.
As well as guiding cosmetics industry professionals through the regulatory minefields in these areas, the book contains expert comment on the emerging regulatory trends that are poised to affect the cosmetics world.
The book contains contributions from experts in regulation in America and Europe and is edited by Cliff Betton, a toxicologist who runs a consultancy on environmental, health and safety issues.
It is published by William Andrew and is the first volume of a series that is set to be written on the back of the annual regulatory summits held during the HBA Global Expo. The Javis Center in New York is the site of the next summit which takes place on September 19, 2007.
